  • Notes 
    • Earned the Congressional Medal of Honor at the Battle of Vera Cruz in 1914 as commander of a cruiser, the USS Chester. From 1914 to 1918 he was commandant of the Naval Training Station, Great Lakes, IL. In Sep 1921 he was appointed the first Chief of the Bureau of Aeronautics with the rank of Rear Admiral. He was killed in the crash of the dirigible Akron off Barnegat Light, NJ. He is known as the father of naval aviation.
